We have implemented an addition to our notification service. Now, after a connection to a host gets lost and then eventually restored, you would get another notification stating that the connection to the host has been restored. Knowing when your connection is back online will be a helpful indication that the network problem has been resolved and no further action is necessary.
This feature is currently unavailable for voice only notifications, but it is on our agenda to add it to the system.

Restore Notifications feature has been added to the Voice Only contacts. Now your Voice contacts will receive a call when the connection is lost and another one when it is restored.
